RES Purchaser combines Internet access to catalogs with Intranet access to internal databases. It uses the Web based software product RES-Reach™. RES Purchaser is not a merchant system for the Web; RES Purchaser is an intranet software facility which links customers to suppliers or vendors of goods and services.

Managers in large organizations with purchase authority can connect to RES Purchaser from their own computers using only a standard browser. RES Purchaser enforces policies of the organization (budgets, commitment authority, classes of goods), and links the customer to the catalogs of vendors. Vendor catalogs may be static or interactive and remain on the servers of vendors. Offers that are of interest are assembled into a RES Purchaser 'Shopping Cart' for comparison and decision. Offers chosen are converted into Purchase Orders (POs) or other purchasing instruments. POs are cleared through the approval procedure and financial system of the organization, and RES Purchaser returns them as committed POs or pre-paid orders to the vendor. Shopping carts can be saved for re-use or for later audit.

Extensive security features ensure that only authorized employees can buy and view the details of their shopping carts and POs. Payment is by Purchase Order, normal billing, credit cards or by electronic cash. Agreements for payment services are in place with financial institutions and secure electronic cash suppliers.
